Was just sent this information from a good friend last night who is a physician here in San Quintin, concerning changes to the Seguro Popular health care program...
Many expats living here full or part time have registered with the old program in the past, many using it as their primary health care provider while others signed up with the idea that it would serve as catastrophic coverage. This popular health care program is going through dramatic changes that started on January 1st of this year, but this is what we know about the program right now:
• The old Seguro Popular program was operated by the local municipal governments and funded by the federal government, which often caused a unbalanced (some called it unfair) disbursement of funding and attention. Starting January 1st, this health care system will be funded AND operated directly by INSABI (Instituto de Salud para el Bienestar).
• The new system will be open to all legal residents in Mexico not covered by IMSS or ISSTE and with the only requirements to obtain attention being residency and presenting Mexican federal voter identification or your CURP.
• The old signup program and inscription fees have been eliminated; there will be zero cost now to receive medical attention or prescriptions. If you signed up recently, the old Seguro Popular policy form you were given expired on January 1st.
• The scope of catastrophic care covered expenses has been widely expanded from the old Seguro Popular program coverage including cancer as well as eliminating pre-existing condition restrictions or age limitations on areas of coverage.
• You may go to receive attention at any area SP clinic, General or IMSS hospital and you will be provided with medical exams, lab work, treatment procedures, hospitalization, surgery, medications and follow up, all WITHOUT any charge whatsoever under the new program.
• Additional clinics and health centers will be opened up throughout both BC and BCS to help extend the range of coverage to those in remote/isolated areas.
• A new system will implemented to allow patient feedback and follow up where patient complaints are made.

Ever since the news came out that everyone, including foreigners, could obtain free healthcare and medications at public health facilities in Mexico simply by showing a Mexican Voter ID Card, a CURP or a birth certificate, I have been inundated with emails from readers asking me questions CURPs.
Here are the most common ones along with the answers: 1. What’s a CURP? CURP is an acronym for Clave Única de Registro de Población. It’s an alphanumeric population number that is similar to a social security number. It is issued to Mexican citizens and lawful residents. 2. How do I get a CURP? If you have either a temporary or permanent resident card, you can apply for your CURP at an INM office (those are the immigration folks that issued you that resident card in the first place). 3. I think I have a CURP, but I can’t find it. How do I get another copy of it? I am a semi retired EQUINE veterinarian with a California license and do not practice in Mexico ( not allowed to legally). Please do not put me on any Vet lists. I am a Hotel owner in Baja. I do volunteer at the Mulege PAWS clinic sometimes as they run a very well organized and legal clinic in Mulege spaying and neutering dogs and cats. It is a well run surgical facility with 100 percent transparency and open books. They keep records on patients. They have safe anesthesia. Surgery and anesthesia is done by real Doctors! Remember, here in Baja the word "Veterinaria" does NOT mean Doctor of Veterinary medicine and certainly does not mean that the person went to an accredited Vet school, took or passed any exams, etc, So maybe add that info to your list... ask each "Vet" in Loreto if they are a tech not a Doctor?. What school and degree they have?. The La Paz school is NOT and accredited Vet school! It would be irresponsible to make a lists of Veterinarians who are not really Doctors of Veterinary Medicine. At the minimum find out the credentials and add this info so your readers are clear on the qualifications.😷

I've just had a distressing experience bringing my dog through SENASICA (agro inspection) at the Lto airport. Please read this long post if you want to avoid the same, and forward to friends.
I thought I had my health papers totally in order -- exactly the same as I've done in past years, with vaccination records, Vet ID, dog ID, and certification that Coco is free of internal & external parasites. This time it wasn't enough info, and I was given a choice of leaving Coco at the airport overnight or surrendering my passport to the official. I was instructed to get the missing info from my Canadian vet and take my paperwork to one of the local vets and have it rewritten in the required format. Since I arrived on Saturday this would mean waiting until Monday to either pick up my little mutt (an Animalandia rescue) or retrieve my passport. I tried every angle with the polite but adamant official and ended up leaving without my passport, which the official thumbtacked onto his bulletin board in an office that is unlocked for many hours of the day. Yikes!
So here's the thing: you must submit a very detailed form, typed on your vet's stationery, not handwritten, following an exam within 15 days of your flight. Both the US and Canadian govts have "official" international travel forms for pets, but they may not include everything SENASICA requires, i.e., your home address, your address in Loreto, your dog's name, breed, sex, date of birth, identifying marks and/or microchip; vet's name, certification number and signature, vaccines including brand name, vaccine type, lot number, date given, effective-until date; deworming treatment including the same info (brand name, med type, lot number if available, dates, etc); flea/tick treatments including the same.
The friendly SENASICA official (Marco) gave me some forms to fill out for a pet passport which seems like a good idea. It will have all the above info and will be on file at his office to cover Coco for a period of 6 months, after which I can renew it as many times as necessary. I'm not sure this means I won't need a health certificate next time I bring Coco. I'm going to get one to be safe... but if anything is missing I'll be covered. At least, until the next change in routine takes all of us by surprise.
