Update and New State Directive / Informe y nuevo directivo del estadoGood afternoon Loreto Bay,
Effective today, Carlos Mendoza Davis, Governor of Baja California Sur (BCS), issued a statement that had several key restrictions that we felt you should be aware of. Mexico is now in Phase 3 of the COVID-19 contagion. I have attached the original document and a translation by our attorney, but the highlights are as follows:
Non-essential services prohibition is extended to May 30.
It is forbidden to hold parties or meetings of any kind in any property, whether it is public or private.
There will be Zero tolerance for those that leave their homes without proper justification and violate these rules in any way. Violators may be arrested for 36 and hours and receive a fine of $8,688 MXN pesos. Those not able to pay the fine will be required to perform community service. Multiple offenses may result in a Criminal Prosecution.
Compulsory use of facemasks is required for anyone that has any symptoms of COVID-19 and who for a medical reason must leave their home.
Law enforcement is specifically authorized to close or control whatever roads required to protect the health or safety of the population.
Inhabitants of BCS will only be able to drive alone in a vehicle to carry out an essential activity which is defined as:
• Procurement of Food, pharmaceuticals and basic necessities;
• Attend required medical visits;
• Drive to work if their job is declared an essential activity, such as in the Health Sector, Governance, civil protection, utilities, or the infrastructure required to maintain those sectors, or provision of food and non-alcoholic beverages, cargo transport services, agriculture/livestock production, and cleaning products.
• Returning to your home;
• Assistance and care for the elderly, minors, dependents, persons with disabilities or especially vulnerable individuals;
• Travel to financial or insurance institutions;
• Activity required due to force majeure or a fully justified need situation;
• Provision of basic food support for people in dire need due to their financial circumstance;
• All of the above subject to the recommendations of the local health authorities.
Note that the Municipality of Loreto has had strict guidelines in place where they have restricted going out for any reason that is not essential. They have defined walking your dog, or physical exercise as both being non-essential activities and they are prohibited. Loreto Bay is still part of the Municipality of Loreto but at this time the City has not been enforcing those restrictions within Loreto Bay, nor have we as an Association been requested to do so. That could change at any time. Also note that the beaches and ocean are specifically closed. The Naval patrol boat has been coming by and advising people to get out of the ocean and off the beach, but they have not yet sent officials by land to address this issue. The golf course is closed and does not want folks either playing on it or walking across it. The same for the tennis courts and pickleball courts. Some owners have chosen to doff masks and work weeding in the common areas adjacent to their properties. Please be careful of the plants and irrigation systems if you choose to do so and know the gardeners will appreciate it when they can get back to work.
The Association has decided to drain all of the fountains over the next few days. The rising temperatures are making it more difficult to maintain them in a sanitary manner without regular dedicated maintenance personnel and the pumps running.
For those of you making your plans to head back north driving, please be aware that all hotels on the baja are closed by law so be prepared to make the drive all in one day. Get an early start and take your time. We are not aware of any restrictions for thru travel to the United States but be prepared to let them take your temperature with a laser at the checkpoints.

Update from the Mayor of Loreto / Avidso de Arely ArceLastest figures for the state of Baja California Sur are 8 cases confirmed in Cabo San Lucas and 2 cases confirmed in La Paz. The Mayor of Loreto released the statement below about preparedness measures. Note that with respect to the restriction number 8 on public beaches it applies to any groups. Couples walking along the beach are still allowed.
Dear friends, I would like to share with you that yesterday I was present at a meeting of Mayors convened by the Governor of the State, Carlos Mendoza Davis; in order to join joint efforts, make agreements and face together the #Coronavirus's contiguity (Covid-19).
I share with you the actions we will take throughout Baja California Sur and of course in our Municipio:
1. We commit to working together and coordinating to address the problem of the Covid-19 pandemic and temper its effects in B.C.S..
2. We recognize the Health Safety Committee as a responsible body for government decision-making.
3. Each municipal government will have a participant in the sessions of the Health Safety Committee, which shall have a medical or nursing background.
4. The State Ministry of Health, with the support of municipal governments will work together in the search and, if necessary, preparation of viable places and spaces for specialized medical care for respiratory diseases in their modality.
5. Promote the home care strategy of suspected covid-19 cases, through the 800BCSCOVID telephone contact centre, where patients will be treated by telemedicine, through video medical consultations that may arrange home medical visits and/or sampling for examinations.
6. The State government shall convene representatives of municipal governments for the development and review of a social assistance program aimed at reducing the food shortages of the most vulnerable population.
7. To call on employers, trade unions and workers, to work together, to seek alternatives to maintain sources of employment.
8. Restrict access to public beaches in order to restrict capacity to avoid overcrowding; prohibit social events and gatherings larger than 25 people.
9. To urge the various religious organizations to suspend services in person.
10. Closing of gyms, bars, casinos and cinemas. In the case of restaurants, the necessary measures should be taken to limit the capacity and maintain the two-meter social distance recommendation between the tables. In addition, it is recommended to customers, to prioritize the "takeout" service.
11. By means of municipal transport addresses, public transport service providers shall be monitored to sanitize their vehicles to inhibit transmission of the virus.
12. The Government of the State and municipalities shall suspend activities for all its workers from the 6th to the 20th of April this year, with the exception of areas essential for the care of contingency.
13. Efforts shall be made to maintain the supply of drinking water, suspending cuts and restrictions on non-payment, while urging the responsible use of it by the population.
14. The State Water Commission shall analyse the relevance of raising the chlorination levels of drinking water for health purposes:
